Beijing has revealed a plan to modernize the country’s coal industry over the next 5 years. Published by the National Energy Administration and the National Development and Reform Commission, the plan will see China speed up the upgrading and optimization of the domestic coal industry during the 15th Five-Year Plan period.
This is a development blueprint approved in March 2026 as a framework for Chinese economic and social growth for the rest of the decade, culminating in 2030 when coal consumption in China is predicted to peak.
As Chinese energy demand continues to rise, and China installs record levels of new renewable capacity every year, the Asian nation will simultaneously work towards modernizing its massive coal industry.
The new plan calls for phasing out outdated, inefficient coal capacity, developing more advanced coal production capacity, setting stricter thresholds for entities that develop coal resources, and crafting more judicious approaches to exploring deep coal resources.
According to the coal modernization plan, five large coal supply bases in China should provide over 80% of China’s coal output by 2030. Massive modern mines are expected to make up 87% of the country’s total coal capacity by then, with intelligent mines accounting for 75% of these mines.
These are highly digitized and automated worksites that use artificial intelligence in conjunction with real-time data to minimize human interventions, eliminate hazards, and optimize operations.
China will retain coal as a critical energy source well into the future, even as it makes substantial investments in renewable technology, to feed its surging demand for energy. The country’s energy intensive manufacturing sector, coupled with its growing fleet of battery electric cars, is already placing massive pressure on its energy supplies.
Artificial intelligence and the massive data centers that power it will demand even more energy from the grid, which has forced China to make growing its generation capacity a critical national objective.
As per the plan, China’s coal consumption will peak in 2030 when the Asian nation draws 25% of its total energy demand from renewables. Furthermore, there will be a greater focus on championing intelligent, efficient, and clean production and use of the country’s coal reserves.
The domestic coal industry will become much more concentrated over the next five years, Coal Industry Planning and Design Research Institute researcher Qu Yang says, phasing out mines with depleted resources and those with high accident rates at a more rapid pace.
The new coal industry modernization plan also calls for increased development and use of coalbed methane for the benefits it offers. It promotes cleaner coal substitutes, major improvements to commercial coal quality, faster upgrades to coal-fired power facilities, and an organized, methodical expansion of coal as an industrial fuel.
